Project description

The Belgian Building Agency (régie des bâtiments) together with the Belgian State, Federal Justice Department have launched a public tender for the design, the construction, the financing, the maintenance as well as the provision of certain facility services for a new prison facility in the Vresse-sur-Semois region (in the south of the Namur Province, Wallonia) under a 25-year DBFM Contract.

The prison will be designed to accommodate 312 inmates.

First bids have been submitted in November 2022

Our role

Resonance Advisory is acting a financial advisor to Eiffage on this new DBFM project. 

Our mission included:

• Development of a financial model 
• Definition of a financing strategy
• Review of the bankability of the project
• Sounding of the debt market and interaction with prospective lenders. 
• Assistance with all financing aspects of the transaction and the bid.
